These are crinoids (Scyphocrinites Elegans Crinoid, to be exact). They lived during the Early Devonian period, about 410 million years ago.
Crinoids were an animals, not plants (yes, they look like plants). They are often called "Sea Lillies". The arms were used in suspension feeding and respiration. The reproductive organs were also found there.
The cup-looking thing below the arms is called the calyx. That's where all the vital organs were found.
Finally, the stem supported the animals, allowing them to attach to the seafloor.
